System Restore

I don't know that System Restore has
ever worked since my hard drive went out and was replaced
several months ago. System Restore goes through the
motions of 'restoring files' and 'restoring settings' and
reboots, then says no changes were made, 'Restoration
Incomplete'. The machine is an HP, and I used the discs
from HP to install the software to the new drive. I
install all of Microsoft's updates as they arrive. HELP
