System restore

I can't get my xp to restore, says no changes have been made, same problem on
two different computers
 
No probably not, it is on auto, but if i go to a restore point it won't do
it, Norton, have another issue too. On one computer the hour glass flickers
all the time, can I debug Windows? It seems to heat up the keyboard on nthe
laptop,
