When I click on create a new restore point the date calender only allows
todays date and not any previous restore dates.

You may be confused the issue with Restore from a created Restore Points
that been created before.
That's normal sine you want to create not Restore, for example:
I want to give an Appointment to someone or a friend I can give Him/Her an
appointment at present or in the Future but Telling Her/Him can i meet you
Yesterday about 2 o'clock can you make in it in time please!
Hope this clear the view for you, but if you think you have trouble on your
system, you select to restore not to create a Restore point and you will find
Restore Points in the calender to restore from then you can Set or create a
restore pint that you can go back to it if the system having troubles.
