System Restore

What is the difference between System Restore and the registry checker
(scanreg /restore)? I know both of these programs restore previously
saved copies of the registry but what else is it that system restore
backs up?

I've heard it backs up critical Windows files and some .dlls. Is this
true? What exactly is it this program does when you run it?
