system restore

Tried to open system restore . It take from 3 to 4 min. to show up on my
desktop .Is it normal for Vista? On Xp whenever you click ,it open right away
.. Please help.
 
Are you using Windows Vista Home Premium? because I try many times to turn
system restore on, and I get this message: System Protection - Shadow Copy
Service used by system restore is not working.
