system restore

Is there a way to set to system restore when the mouse is froze up even in
safe mode. Im trying to help my father who is 1900 miles away, by phone
 
Hi Craig,

At the desktop press the WinKey+R to open the Run box and type the following
command then press enter.

%systemroot%\system32\restore\rstrui.exe
