System Restore

The only active user profile on my computer is Owner/System Administrator,
yet XP says I don't have enough security priveliges to restore my system. It
says to log off and on again, but this makes no difference. I'm not that keen
on formatting the hard drive and reinstalling everything again - I did that
only recently. Any ideas?

If you boot into Safe Mode and log in as the Administrator can you
then access System Restore?

Has System Restore ever worked from this account?
Where there any circumstances leading to this message such as installing
new software or updates?
Is the system virus and malware free?
