system restore

I have been trying to do a system restore. Three times
actually! But each time I attempt it my computer seems to
go through all the correct sequences and then after it
restarts I get the message 'computer cannot be restored to
that date.'I have tried disabling Norton anti-virus before
hand, but I've noticed that after the restart Norton is
enabled. Could this be causing the problem, if so how do
I "sort it", if not what could it be?
 
There may be corrupted data in system Restore.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes ALL Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.
