Are you on a domain? Also, have you tried using SR from the 'actual"
administrator account (the one that is built-in to XP)?

Post back, and please add what version of XP you have (Pro or Home, but
sounds like you have Pro).

Hi,

If this just recently started then there is a good chance it was
caused by malware or virus infection. Here are some Virus and Spyware
removal instructions.
http://home.earthlink.net/~mvp_bert/html/body_spyware.html

Next go to Start - Run and type regedit then press enter.
Navigate to the following registry Key.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows
NT\SystemRestore
In the right pane, right click on each of these Value Keys and select
delete.
"DisableSR"
"DisableConfig"
Close Regedit. Right click on My Computer and select the System
Restore tab. A reboot may be necessary. Attempt to access System
Restore.
