System Restore won't restore/installer keeps installing over and o

When I click on an icon on the desktop or the quicklaunch, windows installer
keeps repeatedly trying to install an application I don't want. It keeps
trying over and over and over. System Restore won't restore either. I've
tried the installer fix from kelly's tweaks and it didn't help. Someone have
another suggestion?

I just uninstalled Earthlink Total Access, the program that includes the pop
up blocker that kept installing itself (duh!) and that solved that problem
System Restore still won't work.
