system restore will not load

on xp home ed. The hourglass spins for a while but the restore box will not
come up on the screen.
Any ideas
 
system restore is turned on and set at 12%.
The hard drive is only 25% full.

It's probably not the cause of your problem, but the default of 12% is way
more than most people need, and can sometimes cause problems. Trying to use
System Restore to go back more than two weeks or so seldom works because you
end up with things out of synch. So all you need is enough space to hold two
weeks or so of restore points. Two to three GB should suffice.
