System restore turned off

About 5 months ago I needed to use system restore and it was turned off. I am
positive that it was turned on prior to that as I had used it before. I then
turned it back on and even checked it about a week later to make sure it was
still turned on. Just recently I needed to use it and again it was turned
off. It was not turned off manually.
How else could it be turned off? Is it possible that SP2 or Norton
Systemworks 2005 created the problem (I installed both of these just prior to
my problems)?
Any other suggestions?

SP2 wouldn't have turned SR off. As to Norton - that seems to be capable of
just about anything. Have a look in the Event Viewer - there may an entry
pointing to how SR was turned off.
