system restore settings cannot access

My McAfee security suite stopped working. I uninstalled and reinstalled it
three times. I kept getting corrupt and missing file errors. Now I can no
longer access web site to download again . Keeps saying "Internet Explorer
cannot access this website". I can get to most other sites.

I was able to contact mcafee from a different computer and downloaded DOS
virus scan software on CD to use on my computer.

I also keep getting spyware popups saying I could be infected and please buy
software.
My problem is this I cannot access my control panel. I keep doing regedit
and changing from 1 to zero it comes back after rebooting but then
disappears.
I also cannot right click on my computer to access system restore or
anything else.

The Mcafee software said I need to disable system restore before I run it
because infected files could be stored there and virus scan would not be able
to delete them. I can get myself to system restore but I cannot click on
system restore settings to change to disable. Whenever I click on properties
or system restore or add/delete programs etc I get "operation has been
cancelled due to restrictions in effect on this computer. Please contact your
system administrator." Even when I log in to safe mode I still get these
errors. I need to disable system restore in order to do virus scan.
I would like to try to disable the system restore but Ican't get access to
it. IS there any other way to do this? Are there other scans that don't
require this procedure??
I am pretty sure something bad has attacked my computer I just dont know
how to get around it to try to fix it.
Any help would be greatly appreciated!

what you could try
is a "repair installation"
with your windows cd.

it will replace any system
files that may have been
corrupted. also, the repair
will delete all the old restore
points and make a fresh one
for you.

here are the instructions:

http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/tips/doug92.mspx

my guess of the problem
is that you installed a software
and something piggy backed it
that is bugging you to buy or
download another program
that is corrupted.

then by installing and uninstalling
mcafee several time, the registry
likely got screwed up as well.

after you get your o.s. functional
again, i suggest not to reinstall
mcafee - yet. first give us an
update of your out come.

Sounds like you have spyware and/or trojans on your system. You do NOT need to
disable System Restore before doing any scans....you can delete the restore points
after you get everything working. In fact, deleting all your restore points before
cleaning is a bad practice. It's better to restore to an infected system where your
data is still recoverable, than to delete all restore points and then accidentally
kill your system trying to clean it.

Start with the procedures here if you can, run the scan you got from McAfee support,
and after that if you still have problems, do this:

Download HijackThis2 from one of these locations:
http://downloads.malwareremoval.com/HJTInstall.exe
http://www.trendsecure.com/portal/en-US/threat_analytics/HJTInstall.exe

HijackThis2 Quick Start Guide:
http://www.trendsecure.com/portal/en-US/threat_analytics/hijackthis.php?page=quick_start_guide

Install, then run HijackThis, and click the Scan button.

When the scan is finished, the "Scan" button will change into a "Save Log"
button.
Press that, save the log somewhere you can find it (Desktop, My Documents, or
similar).
Most of what it lists will be harmless or even required, so do NOT fix anything yet.

Copy the log files and paste them into a new post at ONLY ONE of these forums:

http://forum.malwareremoval.com/viewforum.php?f=11
http://forums.spywareinfo.com/
http://castlecops.com/forum67.html

In your post, please state your problem clearly and what you've done so far to fix
it.

The folks there will tell you what to remove.

See the "housekeeping" they ask you to complete before you post your log:

I went to http://aumha.org/a/quickfix.htm. I downloaded Killbox and deleted
all the temp files. I cannot use the Mcafee CD because it is looking for a
remnant of Mcafee to update but it is completely gone. I tried to download
ad-aware se but after I click on the unzipped file defs it says it is
looking for a program to open it with. Now it has defaulted to adope photo
shop. Then I tried to download windows defender. Then I go to start run and
click on windows defender. It says there is a missing shortcut windows is
searching for MSASCui.exe.

I hope you can help me through this. THanks

It does not sound like you have any anti-virus installed right now. If that's the
case, you need to stay off-line as much as possible until you get one
installed.....like right away. There are free anti-virus apps available....one is
Avast, another is Anti-Vir, another is AVG:

Alwil Avast Anti-Virus Free Home Edition:
http://www.avast.com/eng/download-avast-home.html
Avira Anti-Vir Personal Edition Classic:
http://www.free-av.com/
Grisoft AVG Anti-Virus free edition:
http://free.grisoft.com/doc/5390/us/frt/0?prd=aff

That Quickfix web page is a bit outdated. Ad-Aware is no longer the top of the line
tool it once was, in part due to advances in spyware. Also, Ad-Aware SE is no
longer the newest version......Ad-Aware 2007 has replaced it, and I haven't been
using it.

That said, I have no idea why you are clicking or double-clicking the .def file.
I'm also not sure what link you used to get the program in a .zip file rather than
installing it with an installer file. But nevermind, don't use Ad-Aware, it's not
very effective anyway.
Download, install, update and run this instead:
AVG Anti-Spyware Free Edition:
http://free.grisoft.com/doc/download-free-anti-spyware/us/frt/0

Considering the multiple problems you are having getting these apps to run, please
do as I suggested in my previous reply, and post your HijackThis log at one of the
forums I linked, rather than trying to deal with it here.
