System restore setting for individual drives

I have backup drives that are near full because I keep as many backups as
will fit, so I get errors that say System Restore doesn't have enough space
on the drive. I disable it for those drives, but can somebody please
explain what System Restore would do with a non-system drive? I mean it's
not going to find any registry files there, so what's the logic of it?

There is no logic to it. I don't know why XP's System Restore defaults
to monitoring non-system drives but there is no reason for it. You are
completely correct to disable System Restore for all drives except the
system drive.
