System Restore not working

I noticed computer is running REALLY slow and I noticed that there is a
program called explorer.exe that is using 99% of the CPU.
I have been trying to restore the computer back a week to see if this will
solve the problem. The day does have a system restoration point. When the
computer restarts I get a pop-up saying "The system can not be restored to
this point." I have tried multiple dates and each time I get this same
message.
Any ideas?

You computer is very likely infested with malware of some kind
(virus/trojan/spyware/etc) and you need to clean it.
