System Restore not working

I have a problem with my Norton internet security which is installed on my pc
but I cannot open, although it is running.

Have checked with Symantec and they advised to remove & reinstall which I
have done but still not worked.

Now I've tried to use system restore to go back to when Norton was working
ok but each time I just get message saying cannot restore and no changes have
been made.

I have tried about 8 different restore points going back to December 06 but
still the same - Help!

Try this:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.
For Malwares download both these software:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D

Then Run A disk Clean Up on your system, to do that Double click My Computer
and it will open, you will see your partition (C:\) Right click it and select
properties.
On the Drive properties under General click Disk Clean Up and check mark all
Boxes.
Then Perform a Defrag in Safe Mode.
