System restore will not restore to any point

While trying to run a Norton Scan recently I saw that somehow it got turned
off. I tried to enable it in msconfig and that didn't work so I thought I'd
run a system restore. However, I've tried several SR dates and all come back
with a msg "Unable to restore to an earlier date. No chamges have been made
....". So I went back to msconfig, tried to disable all and then enable all
and that didn't work either. So now neither Norton nor SR is working and
Norton still says it's "stopped". Any suggestions?

Uninstall norton via add remove, then use the tool on the norton site to
completely remove, then reboot your PC
