system restore not working

I'm running windows XP Pro, when trying to restore in system restore it goes
through the restore process then I get a message 'System could not be
restored to (date/time). Please select another restore point.' I have
tried disabling and enabling system restore a couple times but have the same
problem. Anyone have any other ideas. Tried searching windows knowledge
base but didn't find anything.

Does System Restore function in Safe Mode?

I did install Norton Internet Security 2006 last month. It turned out to be
'protect my norton
product' feature in NAV.
