system restore not working

I was removing unused programs from my brothers computer and next thing i
knew i was not able to connect to the internet. So i tried undoing what ever
i had done by using system restore and i tried using several dates and each
time it came up saying "restoration incomplete". I tried using system restore
through safe mode and came up with the same result.
can anyone help.? please?

Completely irrelevant. Norton/Symantec does not interfere with the
operation of system restore. Once the system restore repository file
becomes corrupt (which commonly happens), all restore points will be
corrupt. It has nothing to do with any Norton or Symantec product being
installed.

And? It references Symantec kernel protection; it has nothing to do with
Symantec causing system restore to not work. It prevents malicious software
from changing/deleting/moving any of the Symantec codebase.

Wouldn't matter if you did, it would not cause the problem you ar having. Your System Restore file is corrupted. Once any restore point is corrupted, they all become corrupted. Only fix is to disable system restore, reboot, enable system restore and reboot again. The situation you are describing is not too uncommon. That is why most savvy users do not use or depend on system restore. It is not very reliable.

Does doing that erase all restore points?? because I need to get back to a
restore point because i think i deleted something that is needed to connect
to the internet.. and i don't know what it was. I am not sure what to do
next.

If you are connecting to the Internet via a Cable or DSL modem with or
without a router and assuming the modem/router is functioning try the
following:

Open a command prompt window and enter these two commands in the following
order:
1) ipconfig /release
2) ipconfig /renew

It can't hurt and it just might solve the problem since you can't get System
Restore to work.
You may also want to call your ISP tech support for help.

Hi,

The majority of the time this is caused by a corrupt restore point. Turning
System Restore off then on again will purges all existing restore points,
and creates one new one.

There are also other possibilities that can cause this to happen. The
