System Restore Not Saving Restore Point

Just a disk cleanup 'Desktop Mechanic' (PcTools) but as far as I know
I have total control over when it does cleanup. As far as I can see thjis
prograsm doesn't run
anything at startup or before startup.
According to MsConfig the only other programs starting a startup ar Windows
Defender
and my wireless mouse and keyboard software.
