System Restore Not working

In System Restore I can't create a restore point - says
Automatic restore points - "Configuration is disabled by Group Policy"
and
"Restore point creation disabled by Group Policy" and button is greyed out.
How can I activate this? I am the administrator.

Run GPEdit.msc.
Look at:
Local computer policy/admin templates/system/system restore
for the setting for 'turn off system restore'
