system restore is not able to protect your computer

sister mary hello i just wanted u to know that i went the event viewer but i
cant see there any srservice listed there and in the adminstrive tools>>>>
services>>> i also dont see the system restore listed there ???? and i
still get this messge when i try to do a system restore>>>>system restore is
not able to protect your computer...

and also since i have two computers running on window xp
i had a look in the registry i found on the registry of the problematic
computer a key missing the registry under

HKEY_LOCAL_MACHINE\SYSTEM

subdirectory:Root

so i dont know if u can help me or anyone can ???
