system restore error

my system restore wont start/run

i've clicked it, ive opened it
i ve tryed using a cmd prompt in safe mode...

ive scanned everything with everything.?.?
im pussled, (also help and support is missing
file 'marscore.dll'
another victim of 'Dllarchive' i fear.
HELP PLEASE.
