System Restore does not work

Internet Explorer 6

System Restore does not work. I tried to "turn it off"(check) and "to turn
on" (uncheck).

I tried in Safe Mode, to not avail.

Please advise what to do.

You do not say how it does not work! Is the problem that restore points
are not created or that you cannot restore from a restore point.
