System Restore does not work

Recently, after my kids got off of the computer, I noticed that the icon for the recycle bin had cahnaged to a folder. I have tried many things to change it back, including System Restore. Unfortunately, when I try System restore it comes back with the message that the com[uter cannot be restored to an earlier date. I have shut off my firewall and NetNanny parental controls to no avail. What do I need to do get the system to restore back and get the icon

You can change the icon right-clicking the desktop, selecting
properties, going to the desktop tab and clicking on customize
desktop.
