System Restore does not restore the System to earlier date

On my Win XP Pro SP2, ( I need to restore to an earlier date because
of missing Network Connections listing in the Control Panel -> Network
Connections and Network Connection icon on the task bar)

But, despite of having half a dozen restore points, I am unable to
restore to an earlier date. System Restore runs then restarts the
machine to say that no changes were made and it could not be restored
to the chosen date.

Why would System Restore behave like this, it is supposed to be a
solution to problems and not a problem itself ?

Any ideas ?

This is very common, and you can not do anything to stop it. It happens when
things will conflict if turned back

What do you need to do? you may be able to get around your problem another way

Did you set a restore point lately. You do need to do that occasionally
(for example after removing a virus)
Maybe your restore point is not valid anymore

Your first port of call for System Restore problems should be the System
Restore Troubleshooter, which you'll find here. However, it's also possible
that one of your Restore points has become corrupt, in which case you'll
need to disable System Restore. This will delete all existing Restore points
and then re-enable it. To do so, right-click My Computer on the Start menu
or desktop and choose Properties -> System Restore tab. Tick the 'Turn off
System Restore on all drives' and click Apply - you'll be told that all
existing Restore points will be deleted, so click Yes, at which point the
Restore points will be removed. Now remove the tick and click Apply again to
re-enable it.

You can now test that System Restore is working properly by creating a new
Restore Point and then immediately attempting to restore your computer to
that point in time. Hopefully, now you'll be successful.

the page below along with any other error message generated by System
Restore. This will help us in diagnosing the problem.

System restore does not necessarily fix all problems. Depending on how many
changes you have made since your last creation point it may not be to your
advantage to roll back and could create bigger problems. Usually your
system will not "restore" to that point then.

The other point that comes to mind is if you know the problem why not fix
it? System restore is not targetted and could fix more than you'd like.

That is exactly what I did, MS has KB article 825826 that describes
this problem (loss of Network Connections listing and task bar icon)
and its resolution, it has several steps to it, I have diligently gone
through it, but it has NOT fixed the problem.

That is why I am now trying to accomplish this through System Restore.
