System restore comes up with blank window

I have a problem with outlook where clicking on a link in
an html email no longer starts a browser and opens the web
page.

It only started a day or two ago, and so I decided to go
back to an earlier restore point and start from there.

However I start system restore, I only get a blank empty
window - no content in the window at all. Task manager
shows the program is running. I started in safe mode with
command prompt but got exactly the same blank screen. No
error messages, nothing.

Any idea what is wrong?

I'll try those solutions.

It is strange that system restore seems to be totally out
of action though. I used it a couple of weeks ago, and now
all I get is a blank screen.
