System Properties Group Policy

How do I setup a Group Policy for a Domain that does not
allow users on their computers to remove themselves from
the domain as in Network Identification?

I want to lock down or grey out the Network ID or
Properties button on the network identification tab under
System Properties.

Unless the users are administrators on their local machine then the
settings you mentioned should already be grayed out.
Group policy would not be a way to guarantee that the machine cannot be
removed from the domain if they have admin rights.
The best way to prevent this is to not allow users to be admin on their
machine.
