System process consumes 15% of CPU

My computer gets into a state every once in awhile where
performance slows to a crawl. I look in Task Manager and
see that the System Process is consuming anywhere from 15-
20% of the CPU. The only thing I've found that will
resolve this is to reboot.

Any ideas what might be causing this and what I can do to
resolve it?

When that occurs, is there anything showing in the applications tab?

I can't find an association with a specific application.
There may be an application running (never tied to a
specific one that I can tell) or not.
