My friend was playing around with a program called System Optimize
(it comes with Norton SystemWorks 2005) and he's adjusted somethin
so that he is restricted to open almost all of his programs and ca
no longer use the internet. Can this be reversed

Have you tried system restore ?
FWIW you don't need programs the likes of NSW , XP has all the tune
up apps you need - and for free, dare I say it, pat on the back
for MS..

Now, this is optimization... no more messing up with the Internet, programs
etc.
Try System Restore.

Ah yes, "optimization: n. a term describing that process whereby a user
diligently converts a working computer into a doorstop by adjusting
obscure registry settings or using a utility to accomplish the same in a
more expedient manner"

Unfortionatly, he disabled the system restore quota to save on driv
space so he cannot use that feature. We have unistalled the progra
with no success

I am not familiar w/ System Optimizer, but it should have some Undo or
Restore feature; even if you deleted it, chances are that the Undo files are
still in the default folder of System Optimizer. You can reinstall SO and
try to Undo. Otherwise, I'm afraid you'll end up doing a Repair installation
from the XP CD, at the very least.
