system not fully installed???

i'm getting a blank screen when i try to boot up, i just did a system
restore. when i go into safe mode it sends a message "the system is not
fully installed. Please run setup again." Any suggestions?
 
Do you own a Compaq/HP system?

yes i own an hp 854n desktop. i tried to do the "last known good config"
thing and it displayed this....." windows could not start b/c the
following file is missing or corrupt
\Windows\System32\config\System You can attempt to repair this
file by starting windows setup using the original setup cd rom.
select 'r' at the first screen to start repair. " i don't have a cd
rom. i don't know what to do please help me. thanks fncbdy1

There ought to be a restore partition which you can access to restore the
computer to the as delivered state.
See if the fine manual doesn't describe how to perform this task.
