System & My Computer access

Can not open "System" icon in control panel nor can I open propeties on "My Computer" when I right click on it. Any help would be appreciated.

Open Regedit and go to this key:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
and
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]

Set "NoPropertiesMyComputer" to 0
