System hangs because DHCP allocater disabled?

I'm not a techy, but my PC has an intermitant problem
wher the keyboard and mouse appear hang and I have to
switch off and re-start the PC.

The system error log report the following: "ipnathlpThe
DHCP allocator has disabled itself on IP address
82.41.214.75, since the IP address is outside the
192.168.0.0/255.255.255.0 scope from which addresses are
being allocated to DHCP clients. To enable the DHCP
allocator on this IP address, please change the scope to
include the IP address, or change the IP address to fall
within the scope."

I'm lost can anyone give me a clue what this is about and
more importantly, some simple instructions to follow to
resolve this. Thanks
 
The allowable IP address range set on the DHCP server may
have been changed by your administrator. Please contact
your system administrator for help and information.
The assingable IP address range on the client may also be
messed up. Please have your administrator correct the
problem.
The DHCP Client (dhcp) service may also be having
problems. Make sure your administrator looks at that, too.
