System files keep disappearing!

Since I re-installed Windows XP Home SP1, files have been
dissappearing from C:\Windows\system32\. Don't know why...
First sndvol32.exe. Can't remeber any others but i always
found them in C:\Windows\system32\Lastgood.tmp\. They seem
to dissapear at random. I've run virus scans, searched
every nook and cranny of the registry for any obvious
corruptions -- none, spyware scans, the works. I'm out of
free help sessions... gee i wonder why i used 'em all up :p
Maybe cause my comp stinks? Anyway, just now my
Accessibility control panel dissappeared. Oh also
accwiz.exe dissappeared at the same time. I discovered
this when I got that annoying "would you like to enable
stickykeys" screen and i tried to disable that prompt. I
found accwiz.exe, sure enough in Lastgood.tmp, but could
not find the accessibility control panel extention file
anywhere on my hard disk. I don't know the exact file
name, but I ran a search on *.cpl. I checked every listing
twice... no accessibility control panel extention. I know
i can restore it from the cd, but i don't want it to keep
happening. I have no time to re-install xp again... had to
install it twice to keep that stoopid OOBE prog from
freezing the entire comp... takes like a day to get the
critical updates, another day to upgrade WMP and directX,
And about another day to get all my progs re-installed,
including IM progs. I use this computer for work, and when
it's out of order, I am. PLZ help!

Break your issues with white space. Is easier to make out and answer. Will
answer in part, seems you really don't understand a bit of what you are
speaking of.

Extract a new copy of Sndvol32.exe from the Windows XP CD to the system_root
\System32 folder on your computer's hard disk. To do this, follow these
steps:

Start/Run/CMD. In the command prompt window type:

X: (where X is your CD Drive letter)
CD \I386

Then use the expand command:
expand -r sndvol32.ex_ c:\windows\system32

Note: This assumes XP is installed on C: and that its installed in the
Windows folder. If not, you'll need to adjust the command accordingly.
Additionally, this must be an installable version of XP, not a "recovery
CD".

Then run this edit: Save Settings on Exit (Line 54)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

BTW, what does OOBE have to do with your post?
