system file unsuitable for ms-dos program

when i run any ms-dos application like cheyyne bitware
fax or tally, i get a message:

16-bit windows subsystem
c:\windows\system32\autoexec.nt the system file is
unsuitable for running ms-dos and windows applications.
click close to terminate the program.

Error message when you install or start an MS-DOS or 16-bit
Windows-based program

Also can be caused by a Trojan installing a file windupdater.exe and
creating registry entries for that file.
