system error

Whenever I restart windows a window opens that states:
Windows cannot find the file:
c:\winnt\system32ctr.exe when I click to close the window
another windows tells me to remove the reference to the
file in the registry but I am reluctant to mess with the
registry settings for fear of screwing something up.
anyone help or suggestions on how to correct this problem
would be appreciated.
 
I would first try the System Restore, if you have a restore point before
the problem developed.
