system error: service control manager

howdy. i'm using WinXP Pro, SP2 on a Toshiba Satellite running 1.99Mhz Intel
Mobile Pentium 4, with 512meg ram. I also have the Administrative Tools
package loaded, along with Recovery Console. Now, I used the MMC for
practice in between I.T. contracts and I like to go thru the event viewer
from time to time to see what's going on with my system. I noticed today
that i received a whole list of the same error involving Service Control
Manager. I know that there will be a number of references to SCM throughout
my system event viewer, but this one was an actual error. Here's the
description of the error:
The ScRegSetValueExW call failed for Start with the following error:
Access is denied.

Now here is what the Microsoft Help Center shows:
Product: Windows Operating System
ID: 7006
Source: Service Control Manager
Version: 5.0
Component: System Event Log
Symbolic Name: EVENT_CALL_TO_FUNCTION_FAILED_II
Message: The %1 call failed for %2 with the following error:
%3

Explanation
The service controller could not set a registry entry's value for a function
that it requires for operation.

There is nothing in the Knowledge Base that talks about this error, so I
hope I've come to the right place. Does anyone know what this is all about?
The error repeated itself in event view for about 15 seconds, a couple of
times a second. I don't recall ever seeing anything like this before, so
there's got to be a problem. I appreciate any help I get with this.

What anti-virus and anti-spyware arrangements?

Hope this helps.

I am running Norton AV 2005 and SpywareGuard 2003. I also run a software
firewall, but I don't always have it turned on.
