system crash during uninstall

My computer crashed right in the middle of a program uninstall (Epson Smart
Panel) and when I go to reinstall it now, it can't do it. It says it must
uninstall the application first but hangs when it tries to. The program
still shows up in the add/remove program list but clearly it's been
corrupted. Is there any way to remove this program? I have a work around
but miss the Smart Panel. Just wondering if there is some utility out there
that can clean up the mess I've got. Thanks.

Try running the Windows Installer Clean Up Utility. If the program is
listed in it, then remove it.
