I was trying to get rid of annoying pop-ups for window installer for fax and
photogallery on every start up. I when to system configuration and picked to
run start up in diagnostic mode. Now how do I get out of it. My device
Manager in System Properties is empty, I can't connect to the internet and
my task bar at the bottom of my screen is white (That is why I thought I
might still be in safe mode)

Use System Restore and pick the most recent restore point that is
prior to when you made the system configuration change.

Good luck

As I was trying to fix my problem I went to system restore and it was turned
off. So am I looking at erasing the hard drive and starting fresh? What are
my step for proceeding?

Ouch. System Restore can seem like a bit of bother to many people but
when you need it and don't have then you really appreciate the value
of it.

Have you tried using the System Configuration utility again to undo
the changes that you made? You can open a RUN command dialog box by
pressing WindowsKey+R.

Reformatting would seem to be a bit too drastic at this point, but a
Repair Install might be a viable option if you have an actual Windows
XP installation CD.

Good luck
