System Configuration - Access Denied error

I run Windows XP on a Dell 2400. I want to clean up the startup (msconfig),
but when I uncheck those programs I want removed, I get a popup message: "An
Access Error was returned while attempting to change the service. You may
need to log on using an Administrator account to make the specified changes"

Since I already am logged in as the administrator (I am the only user of
this pc), I cannot figure out why I keep getting this error message.

Is there another way to remove items from my start up?
 
The "Access Denied" message is generally caused due to corrupt registry which
could be due to spyware/malware infection. As of now there is no resolution
but to do a complete reinstallation.

Note: Even if you boot to Administrator account in Safe Mode and do a
'msconfig' the same error is encountered.
