System Cofiguration Utility

After I type 'msconfig' in Run, I get the following messages: "System config
utility cannot read the config.sys file, cannot read system.ini file, cannot
read win.ini file and cannot read autoexec.bat file." Some help tips
recommend "expand cd-rom drive and enter....." I don't understand this. Would
the above errors cause my IE to operate "goofy" or my outlook express to
suddenly fail to retrieve messages?" Thanks in advance for your help.
 
PS. I tried "system restore" in safe mode but it wouldn't change files back
to the designated date.

Make dummy empty ones with Notepad; put the .ini ones in C:\windows; the
other two in the root of C:\
