how can one open the system applet or control panel form command prompt?
neither system.msc nor .cpl worked. Google did not help for lack of right
search term

Look for sysdm.cpl under C:\WINDOWS\system32

Misread the question. Sysdm.cpl is the one (refer John's post)

To open Control Panel, type CONTROL.EXE

thank you.
both worked under the login user. However, for runas user, only sysdm.cpl
works while control.exe gets ignored in runas user
