system administator

every time i try to access the components of the control
panel, i get a message saying the system administrator
has disabled that component. Is there any way to undo
what the system administrator has done?

Sure...log in as an administrator and create new administrator accounts.

Sounds like you have a limited user account which is adjusted by the admin.
