Sysprep, cmdlines.txt and time zone woes

Ok, working on a sysprep image for a WAN deployment of XP.

Need assistance:
Sysprep not seeing/running commands in cmdlines.txt file.
File is in the \sysprep\i386\$oem$ folder
Commands are in quotes (")
tried even just entering "CMD" as the first line to see
what happens.. still bypassing it...

Time zone: Trying to allow users to set their own time
zone during sysprep. Windows 2000 allowed users to choose
time zone. WinXp Setup manager says that it will use G-8
time zone if none specified. Anyone know any command line
to set a time zone? (some rundll32 command perhaps?) Or
any way to get the sysprep to prompt the user (in
sysprep.inf ?)

Thanks for the info. That will go into a vbs that will be
in the default user run-once with a note .. something
like "Due to microsoft stupidity, Sysprep for Windows XP
will not allow you to choose your own time zone, please do
so now."

Whacha think?
