Syntax for TZCHANGE.EXE to change Time Zone for DST

I have tried to use the executable TZCHANGE deployed in the DST
modification tool published by Microsoft (kb 924840). The command
switches to modify the beginning and end of DST seem pretty
straightforward but no matter how I try it, the command keeps coming
back with the help information (i.e. syntax info).

Has anyone tried to use TZCHANGE and if so, can you provide the syntax
that successfully modified it?

TZCHANGE.EXE dated 11/18/06.
