However to answer your basic question, the Microsoft forums are hosted on a
newsserver - see
http://www.gmayor.com/MSNews.htm but are accessible via a
raft of web portals which tend to confuse the issue. Those of us who respond
to questions, tend to access the server directly.
If you post inappropriate messages in inappropriate forums you will tend to
be flamed. If you submit the same question separately in several forums, it
creates duplication of effort by those who respond and is thus equally
discouraged.
If you have questions about Microsoft products, by far the simplest method
is to use the method suggested in the above link to access the forums
related to the product. Subscribe to the forums that interest you. You will
find a number dealing with Outlook Express.
