Synchronization question

Hello,
I have a database split into front end with forms reports queries and a back
end with just tables. We have USA and European users. Right now, I have it
setup through Citrix with FE and BE on a US Citrix server, but the database
takes five-six minutes to open in Europe over Citrix. I've gone through
several troubleshooting methods with IT and they have given up on it.
One thing I tried was to copy the FE onto a European Citrix server still
tied to the US BE database, and the database opens instantly in Citrix, but
then lags for five minutes when opening forms or reports. Our internet pipe
to Europe is not very good at this point so I'm sure that affects performance.
My question is, should I replicate the back end only? Then put a copy of the
FE and the replicated back end on the European citrix server. Then just
synchronize the back end from the European Citrix Server with the master back
end on the US Citrix Server nightly?

But for some reason, it still takes 3-5 minutes to open the database and even
slower to use forms, reports so they would like to have a local copy of the
BE and FE to post on a European citrix server. So could I put a copy of the
FE on their server and a replica of the BE? Then I can just synchronize the
European BE replica with the North American Master BE.
