symbol files & driver files

My inf file installs symbol files(free type) along with driver files.

Will this make it ineligible for driver signing?

My inf file also includes dll file. This dll file is copied to
Windows/system32 using statement like "CopyDll=11".
Is adding a dll file along with driver file for installation is wrong?
