Switching languages

I face this new problem on my laptop:
After I use my computer for some time, if I press ALT+SHIFT to switch
between English keyboard and other international keyboards, it doesn't work.
I need to restart and then everything comes back to normal. I never had this
problem with any other computer. Anyone can provide help?

I get this on my own system from time to time and I don't know what's
causing it. It happens most frequently when I'm composing a message in
Outlook Express and want to change between language keyboards. When I press
ALT+SHIFT the language symbol in the Task Bar stays the same but the
keyboard does and sometimes it doesn't. I have found that minimizing all
active windows and pressing ALT+SHIFT sometimes helps. But sometimes it
doesn't. The only sure-fire cure I've come up with so far is a reboot.

Something seems to be grabbing control of the keyboard ALT+SHIFT combination
before Windows sees it from time to time.
