switching between browser window won't work

When I have more than one browser window open, I cannot switch between them
when clicking on the taskbar icons that correspond to each window. It looks
like the window tries to appear because I can see the faint outline of the
window maximizing up the screen, but it never comes to the front. This also
affects any other program windows that may be open, I cannot bring them to
the front. If I try minimizing one or more of the browser windows, this
takes care of the problem and I can then switch between them.

I seems to occur when I go to certain websites that cause activeX software
and controls to run. I know this because I have IE set to prompt me before
running activeX controls.

I've got the exact same problem and haven't been able to find any workaround. I did find in a Dell support forum that this is "one of the more annoying problems with XP," but the author offered no possible solutions. Anyone know
